Récemment, la gestion paritaire de l’UNEDIC a été jugée obsolète, sous entendant que les acquis sociaux issus du programme du CNR, du moins ce qu’il en reste, seraient obsolètes. L’UNEDIC en tant que telle n’est pas issue directement du programme, mais a été créée en 1958 dans l’esprit du programme du CNR suivant l’esprit de l’article ci-après :
« Un plan complet de sécurité sociale, visant à assurer à tous les citoyens des moyens d’existence, dans tous les cas où ils sont incapables de se le procurer par le travail, avec gestion appartenant aux représentants des intéressés et de l’État »
Mais ce qui se cache aussi derrière cette affirmation, c’est la remise en cause de l’exercice par les syndicats de leur rôle de contre-pouvoir, et ce à tous les niveaux de la société.
Il nécessaire de rappeler en cette année 2016, quelques éléments de ce programme et l’application d’un certain nombre de mesures qui fêtes leurs 70 ans d’existence :
